The City Council has given a thumbs-up to a thrilling $30 million redevelopment project that’s all set to bring some new life into the long-vacant Petroleum Tower. This historic landmark, which has stood at the intersection of Texas and Edwards streets, will soon be converted into 117 modern residential units, plus some retail space on the ground floor. Talk about a breath of fresh air!
The redevelopment aims to turn this old office space into something lively and vibrant, which will align perfectly with Shreveport’s vision for its growth. Developers are really rolling up their sleeves to make this happen, and they’re not just repurposing a building; they’re revitalizing an entire community.
The project is being led by an experienced Illinois-based development group, Louisiana Historic Redevelopment I LLC. They purchased the Petroleum Tower in 2021 from Community Renewal International, who had their own plans but never moved forward. The development group has big plans, promising state and federal historic tax credits that could help facilitate the ambitious renovation.
The Petroleum Tower first opened its doors in the 1950s and served as a bustling 16-story office tower. Over the years, the building faced its share of challenges, including being cleared of asbestos in the early 2000s. Much of its interior has already been demolished, making it ready for a much-needed transformation.
Just imagine living in a beautifully restored tower with top-notch amenities like a business center, a pet washing station, a fitness room, bicycle storage, and convenient rental storage spaces! This is housing that combines comfort and modern living while paying homage to its historic roots.

For the project overseers, the Kumars, who own both UCA Group and Polar Properties, this is a cause close to their hearts. Their expertise in property redevelopment means they’re well-equipped to handle this important endeavor.
Did you know that the investment in this redevelopment will be approximately ten times greater than that of the first developers back in the 1950s? That’s a significant leap forward for both the project and the community, promising an exciting endeavor ahead.
So, when will all this happen? Construction is expected to kick off within the next three months, with the first apartments potentially opening around the fall of 2026. The plan is to proceed in phases, so residents may progressively start moving in as each floor becomes available. It’s all about making sure things are done right while keeping the process smooth for future tenants.
To ensure the project runs seamlessly, L13 MCS South LLC, a Florida-based firm, has been contracted as the general contractor. They’re joining forces with the developers to bring this incredible vision to life.
