Whitehorn Announces New Members of Command Staff

SHREVEPORT, LA – Sheriff-elect Henry Whitehorn has announced newly appointed members to his command staff. The appointments are expected to bring additional skills, experience, and diversity to the leadership team. The selected individuals have extended service in various law enforcement roles and bring a wealth of experience to their new positions.

Chief Deputy Rickey Farris

Rickey Farris, who joined the Caddo Sheriff’s Office in 1991, has been promoted to Chief Deputy. Farris started as a corrections deputy at the Caddo Detention Center before becoming a field training officer on Patrol. He also served in the Organized Crimes Division and participated in the Caddo Sheriff’s Explorer Program for at-risk children. Having a rich career history, Farris also worked with the FBI’s Counter Terrorism Task Force.

Assistant Chief Deputy of Enforcement/Investigations: Jacqueline Winston

Another law enforcement veteran, Jacqueline Winston, has been named Assistant Chief Deputy of Enforcement/Investigations. Starting her career at the Caddo Sheriff’s Office, Winston rose through the ranks, protecting children and investigating crimes involving minors. In 2018, she joined the Bossier Parish Sheriff’s Office, then the Caddo District Attorney’s Office as an investigator in the Child Support Division.

Assistant Chief Deputy of District Court Operations: James L. Matthews III

James L. Matthews III, with a background that includes Vice President of Operations for the U.S. Marshal’s Service, will serve as Assistant Chief Deputy of District Court Operations. Matthews has managed contracts spanning 47 states and territories and has extensive experience with both Caddo and Bossier parishes. He’s a former Shreveport police officer and an Air Force veteran.

Assistant Chief Deputy of Detention: Disha K. Darby

25-year Sheriff’s Office veteran Disha K. Darby has been appointed as the Assistant Chief Deputy of Detention. Darby recently served as the captain of Support at the Caddo Correctional Center. After gaining her POST certification in 2003, she ascended through the ranks, eventually becoming a shift sergeant at CCC.

Director of Human Resources: Peter Williams

Peter Williams, with over 30 years of experience in labor relations and human resources, has been appointed as Director of Human Resources. Known for his successful career at Libbey Glass Manufacturing Company, Williams’ experience spans from supervisor to national Human Resources manager.

The newly appointed officials, Farris, Winston, Matthews, and Darby, began in their functions on July 1. Williams is set to join them in August.
